Roger Shaul

PMMC EXECUTIVE CHAIRMAN

Roger_circleRoger Shaul serves as the Executive Chairman of PMMC, a financial technology firm committed to improving the financial performance of healthcare organizations through high-value revenue cycle software and services. His vision and leadership have been instrumental in shaping PMMC's journey since its founding over 39 years ago.

Shaul's journey began with a deep understanding of the inefficiencies within the healthcare payment system. While working with an organization developing an HMO, he recognized a broader need for a streamlined approach for hospitals to negotiate with insurance companies. "The original idea was to identify hospitals with quality and cost-efficient services and negotiate better agreements for discounts with insurance companies, benefiting both parties," he recalls. Overcoming the challenges of starting up in the healthcare space, his perseverance led to initial capital provided by the Florida Hospital Association and the development of PMMC.  PMMC’s first efforts led to the development of actuarial techniques that equipped hospitals for better contract negotiations based on market analysis.

As hospital contracting evolved, so did PMMC’s role. The early years of consulting led to the development of software solutions to model and manage complex contracts, including reconciling payor payments, that hospital information systems did not perform well. In the early 1990s, Per Diem PROTM was launched as a license-based program for prospective contract modeling. Subsequent versions led to the first recovery software launch in 1993. Shaul’s leadership guided the company through significant growth and expansion over the next decade, when PMMC was named to Inc 5000’s Fastest Growing Companies.

PMMC now serves over 550 hospitals and health care systems in 45 states, offering revenue cycle software and services, and business intelligence providing deep insights into healthcare operations. In 2023, PMMC received the 10-year honor of being on the Healthcare Financial Management Associations Peer Reviewed List.

Shaul's leadership style emphasizes ethics, transparency, and a deep understanding of the company's operations. Inspired by Norman Vincent Peale's "The Power of Ethical Management," he has fostered a culture of trust and honesty within PMMC. “Another effort helped advance PMMC is the adoption of EOS, The Entrepreneurial Operating System®.  EOS provided the organization with systematic focus on process and measurement of activity, to assure what the organization does is precise, scalable and on-target,” he reflects, highlighting the importance of regular reporting and data analytics to support decision making.

Under Shaul's leadership, PMMC has maintained financial stability, long-term employee commitments, the same Board Chairman and little turnover among shareholders. This stability has allowed the company to focus on innovation, and data and calculation accuracy, setting it apart in the healthcare industry. "Organizations seek us out because of our software and greater insight to help guide their financial decisions," notes Shaul, emphasizing the value of PMMC's decision support systems.

Social responsibility and community involvement are also core values. PMMC supports several graduate and undergraduate students and programs at institutions like the University of North Carolina at Charlotte, the University of Florida, The University of the South, and Queens University of Charlotte. Shaul has allocated resources to fund these initiatives, demonstrating a commitment to giving back to the community as well as supporting the growth of existing employees. "Education has always been close to my heart,” says Shaul. “My family's journey led us to establish scholarships and support educational institutions," he says, highlighting his dedication to fostering a culture of continuous learning and empowerment within PMMC.

Outside of his professional endeavors, he finds joy in simple pleasures. "Family is paramount to me. Whether it's spending time outdoors, enjoying a day on the boat, or reading, these moments truly rejuvenate me.”

Roger Shaul's legacy at PMMC is marked by a commitment to accuracy, innovation, and ethical leadership. His vision and dedication have established PMMC as a leader in improving the financial performance of healthcare organizations, enabling them to focus more resources on patient care.
